Current China Adoption Regulations

HOPE for Children received an individual waiting child list comprised of 11 children in September.  Please scroll to the bottom of this page after reading the information below for access to HFC's individual list. 

We will continue to update the shared agency list as often as possible.  Due to the number of children added and the frequency of changes made to the shared list, it is not possible to update this list every day.  There are approximately 100-300 children on the shared agency list at any given time, all waiting for their forever families. 

We have created a Yahoo! Group to allow families to access to the shared agency list, and anyone interested in viewing the list must become a member of the Group in order to do so.  There are no photos of the children posted on the Yahoo! Group as required by the CCAA.  You will only find the children's dates of birth and type of special need(s) listed.

Before inquiring about a child on HFC'S INDIVIDUAL SPECIAL NEEDS LIST, please read the following carefully:

It is extremely important for each family to understand that a child on our list is not "their" child until they have been through the selection process (details are stated in the Waiting Child Agreement) and have been officially chosen by the selection committee.  We urge each family to pray for God's guidance and wisdom in considering a special needs child. 

1. Read the Waiting Child Agreement thoroughly, sign, date, and fax or email to HFC (fax no. 770-391-1566).  This agreement has been updated as of February 25, 2008.  If you signed a previous edition, please download, sign, and submit the new version. 

2. Aisha will email child’s medical information and pictures to the inquiring family(ies).

3. Two families may review one child at a time for a total of four (4) days. Within or by the end of the 4-day review period, each family is required to notify HFC of their desire to proceed with adopting the child in question through the online Letter of Intent (LOI). Family or families must also submit insurance statement (see #3 of Waiting Child Agreement for details).*

*Dr. Jerri Jenista, international adoption physician, has four adopted children from India.  Dr. Jenista charges $50 for reviewing a waiting child medical.  This is a one-time fee until you find a child.  No matter how many times you need her to review files, it is only $50.  Please see the following website for more information:

4. HOPE for Children Waiting Child Committee meets to discuss family or families interested in particular child and review information submitted in the LOI(s). Committee will notify family or families of final decision within 24 hours or the following business day.

5. HFC submits LOI of chosen family to CCAA via email. This will “lock” the child, thus placing the child on hold to wait for Pre-Approval from the CCAA.

6. CCAA notifies HFC of Pre-Approval via email. There is no timeframe given for this step.

7. If a dossier has not yet been submitted by the chosen family, they must complete and submit their dossier within five (5) months of Pre-Approval. This is a requirement of the CCAA.
  

Note:  The China Center of Adoption Affairs (CCAA) no longer allows inter-agency adoptions.  For example, you find a child on our waiting child list but your dossier has been submitted to China through another agency.  According to the CCAA, you will not be permitted to adopt a child through our waiting child program unless you have your dossier retracted and resubmitted through HFC.
